About us, what is the JCRC? 

Who we are:

The Jewish Community Relations Committee (JCRC) of the Jewish Community Federation of Richmond (JCFR) is the central public affairs arm of the organized Jewish community. The JCRC handles government affairs and represents the Jewish community on many critical issues.

Four Pillars of the JCRC:

  •   Promoting religious freedom and the separation of church and state,
  •   Supporting a democratic, strong and peaceful Israel, as the homeland and nation-state of the Jewish people,
  •   The eradication of all forms of racism and anti-Semitism,
  •   The safety and well-being of Jewish agencies, organizations, and individuals in the Richmond community and environs.

JCRC Leadership:

JCRC Co-Chair Frances F. Goldman, JD, CPA:

Frances F. Goldman, is a co-founder of The Tax Complex, a business that offers comprehensive tax compliance and planning services for individuals, trusts, estates and charitable institutions.

Actively involved in the Richmond community, Frances has served as a volunteer for the following organizations: Richmond Jewish Foundation (Chair Elect), Jewish Community Federation of Richmond (Treasurer, Chair of Jewish Community Relations Committee), Community Tax Law Project (Past President), and Altrusa International Women’s Service Organization. A member of Temple Beth-El, she serves on its Endowment Committee.Frances is also a member of the Metropolitan Richmond Women’s Bar Association, Estate Planning Council of Richmond. 

Frances has won many community awards, most recently The Richmond Jewish Foundation’s Chairman Award for Leadership (2015) and The Jack Paul Fine Mitzvah Society Award for Endowment Promotion (2016).

JCRC Co-Chair Richard Samet, JD: 

Richard S. Samet is Director of the Florance Gordon Brown: A Professional Corporation. He is a member of the Firm’s Litigation Practice Group and focuses his practice on civil litigation.
Richard is an active member of the Jewish as well as the greater Richmond community serving for the following agencies: Jewish Community Federation of Richmond (President, 2014-2016 term), Jewish Community Relations Committee Chair, Government and Legislative Subcommittee (Past Chair), Allocations Committee, Richmond Jewish Foundation Board Member and Grants Committee Member, Virginia Interfaith Center for Public Policy Executive Director, Search Committee,  Lewis Ginter Recreation Association (Past President). 

 

In 2008, Richard received the William B. Thalhimer Sr. Young Leadership Award. 

JCRC Director Daniel Fogel:

Daniel "Doni" Fogel, who was born in Israel, has extensive experience working with Israeli government ministers, members of the Knesset and members of the U.S. Congress. From 2012-2015, he was a founding partner and managing director of the Cantor-Fogel Partnership in Jerusalem, which specialized in strategic planning, government relations, and project management in the field of pro-Israel policy endeavors.

Fogel was raised in the United States in Michigan and South Florida and received a bachelor’s degree in Jewish studies at the University of Maryland. 

He received his master’s in government, public policy and administration from The Interdisciplinary Center, Herzliya. Fogel served in the Israel Defense Forces as a sergeant and the IDF reserves as a staff sergeant.
